On January 20, 2025, Donald Trump is reinvested for a new four-year term as president of the United States. He promises a break with the “four years of decline” of the Biden mandate. Since his inauguration, the President has put in place a series of measures.
Withdrawal from WHO:
A few hours after his inauguration, Trump signs a presidential executive order to withdraw the United States from the World Health Organization (WHO) and the cessation of U.S. funding for the organization. Note that the United States was until then the first financial contributor to the WHO. In addition to the financial consequences of such a withdrawal, WHO is losing access to U.S. health care centres. But above all, this measure reveals a crisis of multilateralism: the United States, which was historically at the origin of the UN institutions for international solidarity, chooses itself to leave one of the UN’s global institutions.
Stargate project :
Donald Trump unveils the “Stargate” project with the investment of 500 billion dollars in AI by 2029. This money will enable the construction of giant data centers to massively develop AI. Trump believes that America must make advances in the field of AI instead of funding Chinese research to reach the “golden age of America.” This project also aims to réindustrialisationreindustrialize the United States, create hundreds of thousands of jobs and develop strategic digital protection.
Withdrawal of the Paris Agreement:
For the second time, Donald Trump withdraws the United States from the 2015 Paris Agreement. He had indeed withdrawn from the deal in his first term before Joe Biden announced that he would re-enter it in 2021. This decision marks a real brake on the fight against global warming, given that the United States is the second largest emitter of global greenhouse gases and Trump remains a convinced climate sceptic. Far from the energy transition policy promoted by the Paris Agreement, Trump announced that it would massively revive oil and gas drilling. On the geopolitical level, this refusal of renewables should strengthen Chinese leadership on green energy. One of the main ones of COP 30, which will take place in Lula’s Brazil in November 2025, will be to succeed in advancing in the fight against global warming without the United States.
Refusal of the global minimum tax:
Among the litany of measures taken on the same day of his inauguration, Donald Trump decides to prevent the OECD project of a minimum tax of 15% on multinationals. For the new president, this project was a barrier to the economic competitiveness of large companies. Trump said it was aimed at returning to pre-SDC tax policy by cutting taxes on multinational firms and removing U.S. state tax sovereignty.
Break in development aid:
Trump announces a 90-day pause in U.S. development aid by a presidential executive order. Only exceptions: aid for Egypt, for Israel and emergency food aid. This suppression of US foreign assistance appears to be a real pressure blow for Ukraine, especially as Washington is getting closer to Moscow.
Migration measures :
The migration issue has not been spared by the new president’s measures. The reinstatement of the “Remain in Mexico” policy to ensure that asylum seekers remain in Mexico before permission to enter the territory. According to Trump, immigration is a national emergency, especially since he considers Mexican cartels as terrorist organizations. To cope, Trump also announced that he would finish the wall on the border with Mexico.
Gulf of America :
The “Gulf of Mexico” becomes “Gulf of America.” On Google Maps, the Gulf was renamed “Gulf of America” according to Donald Trump’s will, although in Mexico the Gulf retained its name. The president sees the Gulf as an “indelible property of America.” A few days after the decision, a journalist is refused to enter the White House for using the term “Gulf of Mexico.”
Increase in tariffs :
The US president is imposing an increase in tariffs on goods on the EU to reach a rate of 25%. These taxes concern in particular the sectors of the pharmaceutical industry, luxury, wine, dairy products, steel and the automotive industry. Washington has already raised tariffs in Ottawa and Mexico City. This assumed protectionism could mark the beginning of a trade war with the European Union.
